  • Shipments are dealt in three categories. Primarily these are bases on consignee i.e. the one who is receiving the shipment in Afghanistan as per the category, shipment handling, requirements of documents and processing varies.  Three categories of shipment are as follows: Commercial Diplomatic US Army
  • The shipment fall in commercial category when consignee is a private person. He may be a business man or any individual in Afghanistan, ordering a shipment in private capacity. However, he must be in possession of import license issued by Afghan Government. The import license is commonly knows as “Jawaz Nama” in Afghanistan. In this case individual has to pay all customs duties in Afghanistan.
  • Once shipment belongs to Afghan Government, i.e. some ministry, NGO’s registered with Afghan Government or peace keeping forces deployed in Afghanistan (ISAF/NATO), other than US Army, is called Diplomatic. These shipments are exempted from taxes, Afghan Ministry of Finance issues the Tax Exemption Certificates against each containers basing on memorandum letter issued by respective Afghan Ministry, Importing the goods or on the basis of ISAF letters issued by ISAF HQ. o diplomatic shipment is allowed to enter Afghanistan until and unless Tax Exemption certificates are shown at Pak / Afghan Border entry point. In case of ISAF shipment, ISAF letters are also required at Karachi for Custom Clearance.

    Guidelines

    Keeping in view shipment ruined round time i.e. container moving from Karachi to Afghanistan and empty container returned to shipping line, is about 18-21 days, it is suggested that 21 days free time be negotiated with shipping line. To avoid delays, shipping documents be sent timely to consignee to process memorandum letter, ISAF letters & diplomatic notes required as per shipment category, in turn, to obtain tax exemption certificate.
